Moved out of US in 2019

Hi - I was working on H1B visa since 2012. However, I left US on 27-JUL-2019 and moved to Canada. I pass substantial presence test but I was not in US on last day of year 2019. Can I still file tax as US resident ? Also, can someone point me to part of IRS publication 519 which talks speficifically about my situation ?

Yes, you file as a U.S resident for the portion of the year ending on your "residency termination date".  See the section of IRS Publication 519 at this link for more details.
