Missing 1099-INT from Bank that won't send it

What to do if Citibank refuses to send a 1099-INT for a closed account?  Yes, it's much more than $10 interest.    I closed a savings account before 1099 was available, now I have no access and for some reason I can't seem to get the "nobots" to figure out how to do anything but say I can't help you.  I could estimate the interest, but  not sure how to submit it without a form.

You can enter the interest as if you have a 1099-INT. All you have to enter is the payer's name (Citibank) and the amount of interest.
