I'm a permanent resident of the US, living in CA and my wife's immigration (i130) is in progress. I don't want to send the original passport for her w7 application (for ITIN) and prefer sending a copy. WHere can i get a certified copy? They sent me a mail saying the following regarding a copy: "If you're submitting a copy, it must be certified by the issuing agency or official custodian of the original record".
Can it be a clear, colored copy with my wife's signature on the copy since she is the "official custodian of the original"?

2. You must submit original documents, or certified copies of
these documents from the issuing agency, that support the
information provided on Form W-7. A certified copy of a
document is one that the original issuing agency provides and
certifies as an exact copy of the original document and contains
an official stamped seal from the agency. You may be able to
request a certified copy of documents at an embassy or
consulate. However, services may vary between countries, so
it’s recommended that you contact the appropriate consulate or
embassy for specific information.
@dr_f_qazi - you may want to visit the IRS office in person and present the passport.
