If you are preparing a return and have not yet filed, look for a question toward the end of the federal or state module "are you filing from a recognized disaster area?"
If you can't find it, don't worry. Turbotax thinks you are late and will offer to calculate a penalty. Decline the offer, don't take the penalty calculation. The IRS will bill you later if you owe a penalty, and if you are in recognized flood area, they won't.
It won't allow me to access my old timeline without putting in credit card information to purchase new software? I thought I the amount would be deducted from my return. Is this something different? Thank you
If you have not yet transmitted a 2015 return, turbotax online is closed. You need to download your tax data file (if you have one started) and purchase, download, and install turbotax on your own computer, and finish your returns that way. The desktop installed version of the program is pay in advance. The free online version, or pay when you file, or pay from your refund, is no longer available.
