Last year I was notified that my account was compromised , and was required to file a paper return this year . Can I still complete the forms on turbo tax

You can still use TurboTax to prepare your tax return and either e-file it or print, sign and mail it.  If you use the CD/download you can just choose to file by mail.   If you use online software, the fee is the same whether you e-file or mail the return.  The fee is for using the software, and will be the same whether the return is e-filed or mailed.
