Last year I was able to file my federal taxes using Deluxe, and not file my state taxes. Now it's not giving me the option to opt out of paying for state filing. Why?

If you started a state return and didn't remove it, you will get prompt to pay for it. You can delete the state return if you haven't paid for it (or registered the Free Edition version). That will eliminate prompt to pay for it. Go here How do I delete my state return in TurboTax Online? for steps to take to delete it.
