Last year I used deluxe version and it let me file two state paper returns. This year it asks for payment when clicking on the second state. What changed?

Are you using the Online Deluxe version or the Desktop installed program?  They work different.

And do you mean 2 state returns for different states for 1 federal return.

OR 2 same state returns for different people?

Last year I used deluxe desktop version and it let me file a Wisconsin state paper return AND a Minnesota state paper return. This year it asks for payment when clicking on the second state. What changed?  Anyone know a TurboTax or Intuit phone # where I can talk with a live person?

The TurboTax desktop editions of Deluxe or higher, purchased from TurboTax, include one free state program download included in the purchase price.  If you also need another state then that is an additional charge of $39.99.

There are no charges to print and mail a state tax return if that is how you chose to file the state returns in the File section of the program.  If you chose to e-file a state tax return there is an e-file charge of $19.99 for each state return e-filed.
