Last year I qualified for a south carolina excess insurance payment credit for my flood insurance. Can I file that again with Turbo Tax?

Yes, TurboTax can assist you with claiming the SC Excess Insurance Premium Credit.

However, your return will likely need to be filed by mail became the Form SC SCH TC-44 must be attached to your return. 

Use the link here to print Form SC SCH TC-44 so that you can calculate the amount of your credit:  Form SC SCH TC-44

Then, enter the amount of your credit into your SC return by going to the screen titled Take a look at SC credits and taxes and clicking Start or Update beside Other Credits > South Carolina Other Non-refundable Credits.  Then go to the second page of credits and choose Excess Insurance Premium credit to enter your amount.
