Last year I got back around 900 for my state refund. This year I owe 826. Did something change? I claimed exempt on federal only.

It appears that the company you work for did not take any state taxes out of your paycheck.   When you filed "Exempt" on the W-4 the company assumed you were exempt from the state too.   With no state taxes withheld you would end up owing on the state which is $826.  

You would need to inform the payroll department that you want state taxes withheld from you pay so this does not happen again next year.
