To clarify - once I locate the 2018 return and hit the transfer button, nothing happens

Me too.   I've been a Mac Turbotax user since 2004.

First question always was "Do you want us to transfer last year's personal Info?"

One of the workarounds suggested for Mac users trying to file 1099s on contractors, required me to get inside my 2019 return, which was useless unless I want to re-enter personal and business info, thus my need for a quick fix.

The first screen you get when starting a "New Tax Return" is the "Begin" screen then it asks to transfer last years data.

Got it thanks.  I tried the workaround first then it wouldn't go back to Begin.   So I started a new tax return and there it was.
