It stated that in my Victoria Secret W2 my state withhholding is greater than 50% of state wages. if that's what it says on the paper, why can't I move forward?

It would be most unusual for your employer to withhold in excess of 50% of your state wages.  I'd recommend contacting your employer to verify that this info on your W-2 is correct.  It may be in error, and the employer will need to issue you a corrected W-2.
