It shows I have a notice on my turbo tax web site . When I tap on the bell symbol their is nothing when it goes to the notice screen

Please try clearing your cache and see if that helps. 

 

The bell symbol is typically highlighted if there is a new notification about an update or release within TurboTax. You can also click on the top right corner after clicking on notifications to see any unread or dismissed notifications.
