It is asking if my 2016 tax liability was Zero. Is that asking if I owed the IRS money when I filed?

No ... it wants to know if you had any taxes owed on the return before the withholding & credits were applied.  Look at the prior year return form 1040 line 63  or form 1040A line 39 for the amount of the TOTAL TAX.
