Is there a way to import 2018 tax year brokerage information? I'm behind on my taxes and tried to import the information but only 2019 tax year choice was available.

No.  The financial institutions have taken down 2018 data and it is no longer available for import to a past year tax return.  You can print it out from their website and enter it manually, though.
