Is there a tax on Medicaid? I qualify as low-income (< $15K), but with int, divs, cap gains ---- could reach > $50K. Currently pay no premiums or co-pays.

No. There is no income tax on Medicaid. If you already have Medicaid, you meet the requirement under the new law that all U.S. residents have health insurance.
