Is there a tax deduction for fleeing Hurricane Irma in Florida, and moving to Alabama for a week?

No, the IRS does not allow the expenses to flee a natural disaster to be deducted.

Be aware, the IRS has granted some tax relief to taxpayers impacted by Hurricane Irma, including expansion of the casualty loss deduction.
