Is the TurboTax Premier a permanent upgrade? Or do I need to purchase every year?

Each tax year is a separate program.  So the edition you use in 2020 does not have to be the edition you use in a future tax year.

When you said "Doesn't have to be" implies I can keep using the TurboTax Premier to report my stocks?

When using the TurboTax online editions and you have investment sales such as stocks then you would have to use the Premier edition.  You would have to purchase the edition again for the next tax year.
