Is the clergy housing allowance working in TurboTax for 2021 or is it broken?

I received $47k income as clergy which included $27k as a non-taxable housing allowance. Everywhere I look in this year's form shows TurboTax treating the entire $47k as taxable income when it should actually be only $20k. TurboTax seems to be handling it incorrectly this year when other years would have been correct.

Please clarify your question. Is your income and housing allowance (1) both reported on a W-2, (2) both reported on Form 1099, or (3) split between a W-2 and 1099?
