Is tax preparation expenses deductible? Or should it only be included if its 2 percent above adjusted gross income?

Tax preparation fees are not entered on a federal tax return due to the tax code changes in effect for tax years 2018 thru 2025. 

However, if you are a self-employed independent contractor/sole proprietor the tax prep fees can be entered as business expense.
