Is it true the IRS is not doing offsets right now?

I owe the IRS for 2017 , and I know they will take some of my refund . But because of covid19 I’m hearing that the IRS of not taking people’s refunds if they owe a tax debt is this true?

No, only the stimulus payments are exempt from offset by the IRS for any debts except for child support debts.
