The thing is I am not a citizen of The United States so I added my adress from the time I was living there. And it’s imposible to cash out checks in my Country Lithuania

If you have a bank account in your country, the bank should accept the US Treasury check for deposit. You would have to wait for the amount of time the bank needs to verify the check before the funds become available.
