Is it likely that the Mortgage Debt Relief Act will be extended this year (2019) to include amounts discharged in 2018?

It is too uncertain. While there is pending legislation extend the Mortgage Debt Relief Act, there is no way to know when/if Congress will pass it. 

However, the current law applies to debt that is discharged in 2018 provided that there was a written agreement entered into in 2017.

If Congress does enact the law, TurboTax will send you an email so that you can either file or amend as needed.
