Is CA paid family leave subject to california state tax?

About 10K of income last is CA paid family leave (I had a son last year and take several months of parental leave); it was included in my W2. I am wondering should I deduct this amount when I am filing CA state tax return?

The instructions on the screen is quite confusing (attached). How can I know if it was directly paid by my employer or received from insurance company?

Paid Family Leave (PFL) benefits are considered a type of unemployment compensation and are taxable. Your PFL benefits are taxable and reportable on your federal return only.

If you have a Paid Family Leave (PFL) claim, you can request a copy of your Form 1099G by calling the our Interactive Voice Response (IVR) system at 1-866-333-4606. A copy of your Form 1099G will be mailed to you.

CA Paid family leave is only taxable at the Federal level.

Please read this CA EDD document for more information.

I didn't receive a 1099G. I am wondering, how can I figure out if this pay is from insurance company or paid by my company? It seems CA PTL is taxable by CA state if it is paid by my company and not taxable if it was paid by insurance company.
