IRS Rejection Code S1-F1040-396

I received this message when I efiled my return "if the filing status of the return is married filing jointly and Form 1040, 'Adjusted Gross Income Amt' plus (+) Schedule 1 (Form 1040), 'Student Loan Interest Ded Amt' is greater than 170000, then 'Student Loan Interest Ded Amt' must be zero . 

I fixed the problem and would now like to refile, however the message from TurboTax read

".issue will be resolved..no estimated date" 

Is there an estimated date for resolution? Is this a TurboTax problem or an IRS problem?  would like to e-file my now correct return, can I do that now or do I have to wait a certain amount of time before I can resubmit my return?

This issue will be fixed by the IRS in February. Affected returns will be recycled once the IRS has made the change on their end and you will receive an updated acknowledgement at that time.

The rejection was a known issue on the IRS side of processing returns, as stated by hbI3973.  The IRS was aware of the problem and has now resolved the rejection.  Any rejected returns can be resubmitted.
