IRS changed my 2022 excess payments to be used as estimated for 2023. How do I amend my 2023 return to change the 2022 over payment carried forward as an estimate for 2023 - - Line 26?

Has the IRS processed the 2023 tax return you filed?

If not, then you need to wait for the IRS to process the return and send the tax refund or if taxes were owed and paid to process the tax payment.  The IRS may apply the 2022 overpayment to your tax return on their own.

Otherwise -

See this TurboTax support FAQ for amending a current year tax return - https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-return/amend-federal-tax-return-current-year/L7eS6o1qh_US_en_US?uid=lfunevhk

To enter, change or delete a refund from the prior year applied to this years taxes (Federal, State, Local) -

On the next screen select the options under 2022 Refund Applied to 2023
