Investment interest deduction says $0 but amount carried forward from prior year is reduced??

Was a Miscellaneous Itemized Deduction on 2017 returns, not deductible for 2018.

I encounter the same issue.  I used standard deduction in 2018, but, the investment interest expenses carried forward to 2019 is reduced by the amount as if I used itemized deduction in 2018.  I believe that this is a bug in TuboTax.
