International protocols requiring int'l travel health insurance coverage and, some countries require testing at entry.... are those costs deductible as medical exp?

That is, are the health coverage premiums and any costs for covid testing deductible? (recreational travel not business)

Yes, the cost of the insurance and COVID testing is deductible as a medical expense on your federal tax return.  Even though there was a nonmedical component, the primary purpose of preventing the spread of coronavirus makes them a deductible medical expense.
