Information from Form 3921 not transferring to state taxes

I need to amend my taxes because I forgot to file form 3921 for purchasing ISOs in 2024 and not selling them. I entered the information on my federal return and the tax goes up according. It then says it is applying my federal information to my state taxes, but the states taxes don't go up at all. There is a place I can enter my ISO spread, and the state taxes go up accordingly, BUT then it double counts that amount in my federal. I'm not sure what to do here as this seems like an issue with the turbotax software not correctly transferring the ISO amount as income to my state tax.

TurboTax transfers data from your federal return to your state return. After you review your federal return, select the State Taxes tab and review the state section. Make sure that you are completing an amended state return. Pay close attention to the information, especially if you have made changes to your federal return. There might be new sections that need to be completed.
