In the deductions and credits section, TT asks " did you make any other income tax payments in 2024..." Does this include taxes owed when I filled 2023 taxes in 2024?

I owed around $2000 in income taxes when I filed my 2023 federal taxes last spring and owed some to the state also. Do I include these amounts in the Deduction and Credits section when it asks " Did you make any other income tax payments in 2024or apply a prior year refund to this years taxes?"

No, for the federal.

If you are claiming the itemized deductions, instead of the standard deduction, then yes for the state taxes. If you paid additional state taxes in 2024 and you are filing an itemized return, then this would be deductible on your federal return as part of the SALT taxes.

The state and local taxes paid are limited to $10,000.  This includes both income tax and property tax. So if you are itemizing and you already have more than $10,000 in state and local taxes along with your property taxes, entering the amount you paid will not make a difference.

If you are NOT itemizing, then NO, you would not enter the state or the federal as it will not have any affect on your return.
