What tax year are you trying to e-file? It is way too late to e-file a 2021 return and way too soon to try to e-file a 2022 return.
You do not mention where you purchased the CD/download. I have not seen anything about an offer for a credit toward the state e-filing fee. Usually with the CD/download it is $20 to e-file a state return and the fee increases to $25 after March 1. I avoid the state e-file fee altogether by printing and mailing the state returns.
I suspect the discount will kick in when you can actually e-file. Did the packaging contain any sort of promo code for the discount?
Thanks for the screen shot. We might get more questions. It appears that your license code has the data within in it so that when you e-file you get the one-time discount on the state e-file.
That's what I'm guessing. I always purchase the TurboTax disk at Costco. But like I said, I'm guessing...

When you select to e-file the state tax return the credit will be applied

Yes ... this will happen in step 1 of the FILE tab which cannot be reached until you can get thru the REVIEW tab cleanly.
