In attempt to import my robinhood 1099, it tells me "You can ask the financial institution if you'll get this form, and return to import it when it's available."

For "Robinhood Securities" I enter my 9 digit account number, my document ID, and still get "You can ask the financial institution if you'll get this form, and return to import it when it's available." and TurboTax then tells me I can enter it in manually.  What is the issue?

You may need to check your brokerage to see if they are allowing third-party access. Although the following Help Article is for Schwab, it is possible that your brokerage has restricted TurboTax's access to your statements unless you grant consent, and you might need to do something similar to what is described here: 1099 Import Issues
