In 2016 I paid $16000 that was assessed for underpayment to Massachusetts in taxes for a prior year (2014). Is this payment deductible somewhere in my 2016 return?

Yes.

  1. Go to Deductions & Credits

  2. Select I'll choose what I work on

  3. Go to Estimates and Other Taxes Paid. 

  4. Select Start or Update by Other Income Taxes

  5. Go to Other Income Taxes Paid in 2016

  6. Click Start or Update by Payments for 2014 or a prior year state or local income taxes paid in 2016. 

That amount gets carried to your Schedule A, State and Local Taxes Paid.  You can only claim these payments if you itemize in 2016
