Illinois filing fee for two tax returns was 15.00 and 25.00. I thought I was to get one free state return filings. please explain why I got 2 charges.

Using the TurboTax desktop CD/Download editions there is an e-file charge of $25 for each state tax return e-filed.  Looks like you had a discount of $10 on the first state return and then the normal e-file charge for the second state return.
