If wmr shows tt203 but I have yet to receive an intent to offset letter, can I still be offset?

Yes, an offset can still occur even if you haven't gotten the letter yet. Most people do not wait for the letter but end up calling 800-304-3107. They can let you know what the offset is for and answer any questions you have.
