If we aren’t getting a state refund does it still have to be printed and returned in order to receive our federal return?

No, the federal filing process is separate from the state process.  You can file and get a federal return before you even submit a state return.

But if you decide to file them separately, be sure and come back and actually file the state return before April 17th.
