If someone claimed me as a dependent without a my permission can I still receive a stimulus check

No, if you have been claimed as a dependent on another return then you are not eligible for a stimulus payment.

you'll have to file your own tax return stating "No one can claim me".

Then IRS will have to determine who is right.

Your permission is not required.
