If self employment income and income from 1099-Misc is the same income is it going to show up twice on this income and expense page-- or does that overstate income?

Yes, if you enter the self-employment income and it includes income that is also included on the 1099 Misc, you will be overstating your income.  You can deduct that much from the amount reported in your self-employment income and then enter the 1099-Misc in the Self-employment 1099 section.
