If my Pennsylvania wages from box 16 is higher than my federal wages from box 1, what should I do?

I work for the US Postal Service as a rural carrier.  Turbo Tax won't accept that the amount is higher for my state wages :(

 Pennsylvania requires employees to pay state income tax on retirement contributions. When contributions are subject to state income tax, Box 16 may be higher than Box 1. You return can't be e-filed. You need to print and mail in your return.
