If my fed return is available and state needs more info will the federal be filed and state filed when ready or do I have to wait on both because of issues with one
I don't understand if my federal return is already submitted and im just waiting for state

You can file federal. Sounds like you already did?
Then when your state forms are ready you will have to go back in and file state yourself.
