If my '25 1040-ES Voucher says, "FORM NOT FINAL. DO NOT FILE" Is there a time I can redownload my 2024 return and this form will be updated for me to file?

That notice is because you should not file the 1040-ES with your tax return.

 

You would attach it if you mailed a quarterly tax payment.
