you must report both. if you don't expect the IRS to contact you. s to filing if there's withholding and your tax bill is zero the only way to get it back is to file. also, states may have a different filing requirement.

since you have provided no info about yourself look at pages 9,10 and 11 to see if you need to file.
@gisellevaz618 - assuming you are single, if your income is less than $12,950, you have no requirement to file HOWEVER, the only way to get the withholdings back is to file. your state probably works similarly, but the treshhold not required to file is probably somewhat different.
