If I went from being a W-2 employee in Software Development to being an Independent Contractor in that field, should I state on my SE info that I "Started work in 2021"?

I'm not switching industries, but I only started becoming Self-Employed this year. Should I state on my Self-Employment General Info that I "Started work in 2021"?

Your SE income as a contractor is a sole proprietorship reported on Schedule C.

That started in 2021, which is what the question refers to.

Yes. Since you started being self-employed in 2021, then you started your self-employment work in 2021.
