If I use the commissions deduction for Lyft/Uber do I need to send them and the IRS a 1099-MISC?

I read that if you receive a 1099-K from them you'll enter it as Income on Schedule C but since the amount on the 1099-K is the gross amount not reflecting Uber/Lyft's commission I read that you would put those in the commission bracket a couple of clicks later in the app. Now, if one were to do that and utilize the commission deduction would you have to issue them a 1099-MISC and send one to the IRS too?

After entering your 1099-K, you will have the ability to deduct your expenses. The FAQ article below is very helpful explaining the Uber 1099-K and why it is different than what you were paid by Uber.
