IF I RECEIVED POWER OF ATTORNEY IN AUGUST LAST YEAR, AND ONLY BEEN IN CONTACT WITH THE PARENT ONCE, WHY CAN'T I CLAIM THE CHILD?

the child's parent was incarcerated when they signed power of attorney. i had to submit him to a mental hospital and they took him before i got the power of attorney, but still sent the bill to me, for the hospital stay.

You have not explained your family relationship (if any) to the child, so we cannot determine if you can claim the child as a dependent.  And you have not told us how long the child lived with you in 2024.   The date that you got POA is not relevant.
