If I purchased a version of turbotax via a retailer (costco), which was delivered virtually, do I need to download it and use the key or can I use the web based version?

You need to download the desktop software. The license key from Costco cannot be used to pay for online TurboTax.  The desktop software can only be used on a full PC or Mac, not any sort of mobile device.
