If I pay for conference fees in the year before the conference takes place, which year do I deduct the fees as a self-employed person.

If you are a cash basis business you deduct the costs in the year  you pay them. 

If I remember correctly, if the fees are refundable for a cancellation, the deduction isn't until they become non-refundable.
