If I owe state taxes from last year & did not pay- how do I find out how much I owe now & if I file this year will they combine the 2 together?

To find out how much you owe, contact the state taxing authority with jurisdiction in your state. If you go to the state taxing authority's website, you may even be able to check your account balance online (depending on the state). 

Any tax owed for 2019 will usually be added to any unpaid tax from 2018. Please keep in mind that your state may also tack on penalties and interest for the late payment.
