If I owe IRS does the amount I owe come off the top and my project return is what I'll be getting or do they take it out of the projected amount

The projected tax refund is the amount you should be getting(unless you have an offset or adjustment). We calculate the taxes that you owe the IRS to already be subtracted from the total you are seeing.
