I was on a payment plan and the IRS did NOT take refunds to offset until I specifically asked them to.
If you have back taxes owed and you file your 2016 tax return with a tax refund, the IRS will seize the tax refund and apply the refund to the taxes owed. If the refund satisfies the debt then the IRS will send you the remainder of the refund.
I think you'll get a refund offset notice on wmr and a letter in the mail too.

That will happen no matter whether you e-file or mail in your return. The IRS will offset your refund if you owe back taxes.
I owe the IRS taxes from last year. Will they just take what I owe them?
What about if you only owe $6 will they still refund me the rest if so how do i know how do i know when they will refund me ?

You owe $6 on your 2021 return? Then you are not getting a refund. Or do you owe $6 for a prior year?
I cant remember what it told me but i could be wrong but I believe the prior year , how can i find out which year ?

If you owe money it is because your employer did not withhold enough money throughout the year to cover your total tax liability and you either were not eligible for any credits or the credits you were eligible for were not enough to cover your total tax liability.
Since it was only $6, you may want to do nothing, but if you would prefer a refund you can adjust your W4 with your employer and have an additional amount withheld from every paycheck. The simplest way to do this is to enter the amount per pay extra you want withheld in box 4c.
