If I owe 329 to federal, and get back 215 from state, why does it say I owe 114 for 2017? Are they taking my stare as part of my federal payment???

No, the $114 figure is the net result of Your actions. TurboTax doe NOT mix State and Federal actions for you. You must pay the $329 to IRS; You should get $215 back from State. Both actions are between Tax agencies and Your personal accounts.
